Indisponibile can mean either 'not available' (a resource, system, or person cannot be reached) or 'unwilling / disinclined.' The two senses are context-dependent: il servizio è indisponibile means the service is down, while si è mostrato indisponibile a collaborare means he was unwilling to cooperate. Do not confuse with indisposto, which means feeling unwell.
