Also means
to pass (a law)
Usage Note
Varare originally meant 'to launch a ship' (varare una nave) but in modern usage it most commonly means 'to pass or enact' a law, plan, or budget (varare una legge). It takes avere as its auxiliary. The nautical origin is still felt in formal registers.
