Restando is the gerund of restare (to stay, to remain) and is used to form progressive or simultaneous constructions: restando in silenzio (remaining silent). Italian gerunds are invariable. The phrase restando inteso che is a formal connector meaning 'it being understood that', common in contracts and legal texts.
