Deciso is both the past participle of decidere ('to decide') and a standalone adjective meaning 'determined' or 'decisive' (un uomo deciso). When used as a predicate it follows the noun (è un tono deciso). It also appears in the adverbial phrase in modo deciso ('decisively') or the more colloquial decisamente.
