Adottato is the past participle of adottare (to adopt), used as an adjective. It can describe a person (figlio adottato, adopted child) or a decision/measure (la misura adottata, the measure adopted). In administrative and legal Italian it is extremely common in the phrase il provvedimento adottato ('the measure/decision adopted'). The noun adottato/adottata refers to an adopted child.
