Razzolare describes the scratching and pecking motion of chickens searching for food on the ground; by extension it is used figuratively for people rummaging around without purpose. The Italian proverb 'predicare bene e razzolare male' — 'to preach well and scratch around badly' — is the exact equivalent of 'to practise what you preach' (or its opposite).
