Instaurare is a formal verb used for establishing lasting relationships, systems, or processes: instaurare un dialogo (to establish a dialogue), instaurare un regime (to institute a regime). It is not used for physical construction (use costruire for that). Auxiliary is avere. Learners sometimes confuse it with restaurare (to restore/renovate).
