Indulgente does not change for gender: un padre indulgente, una madre indulgente. It can describe a person who is too permissive with others, or a pleasant quality (an indulgente sorriso — an indulgent smile). The noun is indulgenza, which is also the Catholic term for a religious 'indulgence'.
