Fermato is the past participle of fermare (to stop) used as an adjective or in passive/perfect constructions. When police fermano someone, it means a temporary detention short of a formal arrest (arrestato). As an adjective it means stationary or detained: è stato fermato dalla polizia ('he was stopped/detained by the police'). Agrees in gender: fermata, fermati, fermate.
